Private Employment Agency in the World: The Example of Germany

Private employment agencies bring the ones seeking for job and employers together. Being an indispensable part of the labor market for a long period of a time, private employment agencies plays a significant role with their activities. Researches on these agencies with a significant role on the labor market are important for labor market analysis and regulations. Operating in many different countries in the world, private employment agencies may differ in practice. The foundation of the differences comes from several variables such as legal structure, socio-economic dynamics, and labor market structure. Thus, in this study, activities of private employment agencies will be analyzed under aforementioned variables. Analyzing activities may result in determining sample practices for Turkey. Considering the fact that private employment agencies contribute alleviating unemployment by employment opportunities around the world, analyses on the subject are key to of the solution. Need for private employment agencies have risen, especially with the changes in labor market caused by globalization, structural changes in firms, privatization, reduction procedures in labor cost, tertiarization, and public employment agencies falling short on employment. In Germany, mediation services were first managed by public agencies and later organized by international standards and considering sample countries. Germany has three types of private employment agencies. These agencies are private employment bureaus, publicly funded job placement services, and temporary work agencies. Publicly funded job placement services shine amongst others. In this respect, activities of private employment agencies in Germany are analyzed within the scope of this study.
